UP Population Control Bill 2021 Draft for Govt Employees Adhering to the Two-Child Norm
The public servants under the control of the State Government who adopts two-child norm by undergoing voluntary sterilization operation upon himself or spouse shall be given the following incentives—
- Two additional increments during the entire service
- Subsidy towards the purchase of plot or house site or built house from Housing Board or development Authority, as may be prescribed.
- Soft loan for construction or purchasing a house on nominal rates of interest, as may be prescribed.
- Rebate on charges for utilities such as water, electricity, water, house tax, as may be prescribed.
- Maternity or, as the case may be, paternity leave of 12 months, with full salary and allowances.
- Three percent increase in the employer’s contribution Fund under national pension
- Free health care facility and insurance coverage to the spouse.
One-Child Norm for Govt Employees Under Uttar Pradesh Population Control Bill 2021 PDF
- Four additional increments
- Free health care facility and insurance coverage to the single child till he attains the age of twenty years
- Preference to single child in admission in all educational institutions, including but not limited to Indian Institute of Management, All India Institute of Medical Science, etc.
- Free education up to graduation level
- Scholarship for higher studies in case of a girl child
- Preference to a single child in government jobs
Benefit for Couple Living under the Below Poverty Line Under this Bill
Section 7 of the bill states that a couple living below the poverty line, having only one child undergoes voluntary sterilization operation upon himself or spouse shall be eligible for payment from the government for a one-time lump-sum amount of rupees eighty thousand if the single child is a boy, and rupees one lakh if the single child is a girl.
Bar on applying to government jobs
Section 10 of the bill restricts employees from applying in government jobs if it is found he/she/they have violated the two-child policy.
“Notwithstanding anything contained in any law dealing with the employment of government employees for the time being in force, whosoever, after the commencement of this Act, in contravention of two-child norm procreates more than two children shall be ineligible to apply for government jobs under the State Government.”
However, it shall not be applicable to individuals who are already working as government employees under the State government.

- The subsidy will be given to you on purchasing a land or building hose from DA and the housing board.

- Insurance coverage of the spouse.
- For female government employees, there will be 12 months of maternity leave with full salary.
- In the employer’s Fund Contribution under pension policy, there will be 3 % surge.
- ** Couple who belong from below poverty line and has only one child will also give attractive incentive.
- If it is a boy lum sum amount of money will be given to the couple of 80,000 Rupees.
- If it is a girl, lum sum amount of 1,00,000 will be given to the couple.

उत्तर प्रदेश (Uttar Pradesh) के मुख्यमंत्री योगी आदित्यनाथ (Yogi Adityanath) ने 11 जुलाई (रविवार) अंतरराष्ट्रीय जनसंख्या दिवस के दिन राज्य में ‘टू चाइल्ड पॉलिसी‘ का ऐलान किया हैं और इससे पहले उत्तर प्रदेश राज्य विधि आयोग (Uttar Pradesh State Law Commission) ने शुक्रवार को प्रस्तावित जनसंख्या नियंत्रण विधेयक का पहला ड्राफ्ट जारी किया है।
टू चाइल्ड पॉलिसी UP प्रावधान इस प्रकार है :
- ड्राफ्ट बिल में दो से अधिक बच्चे रखने वालों को सरकारी नौकरी और सरकारी योजनाओं के लाभों से वंचित करने की सिफारिश की गई है।
- इसके अलावा ड्राफ्ट में टू चाइल्ड पॉलिसी का पालन नहीं करने वालों को भत्तों से भी वंचित करने का प्रावधान है।
- इस ड्राफ्ट बिल में दो बच्चों की नीति का उल्लंघन करने वालों को स्थानीय निकाय चुनाव लड़ने और सरकारी नौकरियों के लिए आवेदन करने से रोकने का प्रस्ताव है।
- बिल में चार लोगों का ही राशन कार्ड पर एंट्री सीमित करने का भी प्रावधान है।
- बिल में सरकारी सेवकों का प्रमोशन रोकने और 77 तरह की सरकारी योजनाओं और अनुदान से भी वंचित करने का प्रावधान है।
- ड्राफ्ट के मुताबिक, अगर यह पॉलिसी लागू होती है तो एक साल के अंदर, सभी सरकारी सेवकों, स्थानीय निकाय के निर्वाचित प्रतिनिधियों को यह शपथ पत्र देना होगा कि उनके दो ही बच्चे हैं और वह इसका उल्लंघन नहीं करेंगे।
- अगर उनके तीन बच्चे हुए तो सरकारी कर्मियों का प्रमोशन रुक सकता है और निर्वाचित प्रतिनिधियों का चुनाव रद्द हो सकता है।
- इसके उलट, जो लोग टू-चाइल्ड पॉलिसी का पालन करेंगे, उन्हें कई तरह के लाभ दिए जाने की सिफारिश ड्राफ्ट बिल में की गई है।
- ड्राफ्ट के मुताबिक ऐसे सरकारी कर्मचारी जो टू चाइल्ड पॉलिसी का पालन करेंगे, उन्हें राष्ट्रीय पेंशन योजना के तहत पूरी सेवा के दौरान दो अतिरिक्त वेतन वृद्धि, भूखंड या घर की खरीद पर सब्सिडी, यूटिलिटी बिल पर छूट और कर्मचारी भविष्य निधि (ईपीएफ) में तीन फीसदी की वृद्धि दे का प्रावधान किया गया है।
