Deficits, Debts and FRBM Targets for 2022-23
The Rajasthan Fiscal Responsibility and Budget Management (FRBM) Act, 2005 provides annual targets to progressively reduce the outstanding liabilities, revenue deficit and fiscal deficit of the state government.
Revenue deficit:
- It is the difference between revenue expenditure and revenue receipts.
- A revenue deficit implies that the government needs to borrow to finance its expenses which do not increase its assets or reduce its liabilities.
- The budget estimates a revenue deficit of Rs 23,489 crore (or 1.76% of the GSDP) in 2022-23.
- Rajasthan has estimated to receive Rs 9,878 crore and Rs 4,862 crore as post-devolution revenue deficit grants from the centre according to the revised estimate of 2021-22 and budget estimate for 2022-23, respectively.
- The 15th Finance Commission expects Rajasthan to eliminate the revenue deficit by 2023-24.
Fiscal deficit:
- It is the excess of total expenditure over total receipts.
- This gap is filled by borrowings by the government and leads to an increase in total liabilities.
- In 2022-23, the fiscal deficit is estimated to be Rs 58,212 crore (4.36% of GSDP).
- This is higher than the 3% limit as per the FRBM Act.
- As per the revised estimates, in 2021-22, the fiscal deficit of the state is expected to be 5.14% of GSDP, which is higher than the budget estimate of 3.93%.
Outstanding liabilities:
- Outstanding liabilities are the accumulation of total borrowings at the end of a financial year, it also includes any liabilities on the public account.
- In 2022-23, the outstanding liabilities are estimated to be 39.80% of the GSDP, marginally higher than the revised estimate for 2021-22 (39.53% of GSDP).
- The outstanding liabilities are estimated to increase from 35.31% in 2019-20 to 39.37% in 2024-25.
